NCAT's Guideline on internal appeals has been recently updated with new information about leave to appeal and stays.

Section 32 of the Civil and Administrative Tribunal Act 2013 gives parties the ability to appeal, or to seek permission or ‘leave’ to appeal, to an NCAT Appeal Panel from decisions made by the Tribunal in proceedings for a general decision or an administrative review decision.
NCAT's Internal Appeals Guideline provides detailed information and explains the steps to be followed by a party wishing to appeal from a Tribunal decision.
